BEAR Scotland is a leading provider of highway maintenance services across Scotland. We manage and maintain over 2,00km of Scotland’s trunk road network, tackling just about every imaginable task and working round the clock to help keep Scotland moving.
Formed in 2000, BEAR Scotland is an alliance of three highly successful organisations who are prominent in the United Kingdom roads sector – Vinci, Jacobs and Breedon – joining together to provide trunk road network management and maintenance solutions to Transport Scotland.
We have an exciting opportunity for a Learning and Development Officer to help improve training effectiveness across the organisation.
Roles and Responsibilities:
- Be a proactive and visible L&D partner across the business — building strong relationships with managers and teams to understand training needs and support development goals
- Lead the coordination and delivery of training activity for all BEAR Scotland employees
- Maintain training systems and processes, ensuring compliance and up-to-date tracking of all training, certifications, and renewals
- Ensure all colleagues follow training procedures and contribute to creating a consistent and efficient learning environment
- Work with managers to schedule and plan training aligned to operational and professional requirements
- Promote and embed professional development opportunities across all staff levels
- Manage the training calendar and ensure smooth delivery of internal and external sessions, workshops, and events
- Identify and apply for relevant grants and funding (e.g. CITB, Lantra) and maintain relationships with awarding bodies
- Issue certificates, cards and documentation to confirm training completion
- Support continuous improvement of L&D systems, policies and processes
- Support the production of regular training reports by tracking attendance, completions and outstanding requirements, and contribute to evaluating the effectiveness of training activities
- Work alongside the Learning & Development Manager to support wider business projects and tasks
Knowledge, Skills and Experience:
- Experience in HR/L&D, or in a senior administrative role
- Excellent relationship-building and stakeholder management skills
- Strong organisational and project coordination skills
- Confident managing learning records, systems, and compliance processes
- Clear and professional communicator with strong written and verbal skills
- Comfortable working across different teams and adapting to varying needs
- Able to work independently, manage workload and meet deadlines
- Analytical mindset with a drive to improve processes and outcomes
- Customer-focused and committed to supporting the success of others
